How zero emission last mile freight could provide a solution to increasing congestion and help local traders.
The challenge
Van movements fulfilling parcel deliveries are a significant proportion of vehicle traffic in the UK. Parcel deliveries are increasing year on year, driven by e-commerce. This growth is creating two challenges:
- increased congestion with vehicle loading and unloading
- reduced trade with high street traders
The solution
Greenlog is a Horizon Europe-funded project that seeks to scale up innovations to drive zero emission last mile freight efficiencies. Innovate Oxfordshire is leading a living lab with Pedal & Post, FEED and the University of Wolverhampton to develop and demonstrate with local stakeholders 3 solutions:
- Mobile delivery hub: Self-driving vehicles offer an opportunity to remove much of the legwork associated with cargo bike freight. FEED will demonstrate how various configurations of self-driven vehicles could create efficiencies in day-to-day cargo bike operations.
- Micro consolidation hub: eCargo bikes are an excellent last-mile freight solution. Zero emission appropriately sized vehicles remove most of the negative externalities of delivery fleets. However, they are not good at travelling long distances. Good locations to transfer deliveries between larger long-distance vehicles and eCargo bikes can increase the efficiency of cargo bike deliveries. However, they can be hard to find, and rental of the best sites can come at a premium. Greenlog will demonstrate how unimproved sites with temporary availability can be leveraged as low-cost micro consolidation hubs.
- eCommerce platform: Oxford is fortunate to have many independent traders, many of them based in our thriving covered market. An e-commerce platform will offer goods from local independent traders, providing consumers the opportunity to shop locally with all the convenience of shopping online. Deliveries from multiple shops will be consolidated into one delivery, fulfilled by cargo bike.
As the living lab leader, we coordinate activities between partners, engage with local stakeholders, and leverage the learnings from these demonstrations to better achieve the objectives of Oxfordshire County Council's freight strategy.
The results
The project is currently underway. All solutions will be demonstrated in early 2026.
