Insourcing to deliver to schedule

Supporting the delivery of the Central Oxfordshire Movement and Place Framework (COMPF).

The challenge

The Central Oxfordshire Movement and Place Framework (COMPF) aims to develop a blueprint for public realm transformations across Oxford and its surrounding area. Oxfordshire County Council is leading the project in collaboration with Oxford City Council, including input from Cherwell, West Oxfordshire, Vale of the White Horse and South Oxfordshire District Councils. 

The framework will integrate all planned interventions that impact streets and public spaces in the area, bringing together existing strategies on:

  • transport
  • land use
  • climate change
  • air quality
  • innovation
  • public health

The framework will be complemented by new proposals developed in co-production with:

  • councillors
  • user and advocacy groups
  • businesses
  • residents
  • other stakeholders

The result will be a programme of transport and place-making interventions supported by a set of strategic approaches to improving and managing the public realm across Central Oxfordshire. 

The project required more resources to be able to complete the planned work packages to schedule. 

The solution

We supplied insourced technical and authoring resources for three months to support a specific framework strand focused on reviewing pedestrianisation and delivery provisions within central Oxfordshire. 

By attending working group meetings and reviewing existing documentation, we were quickly up to speed to deliver the assigned work packages. Our existing knowledge of council processes and parallel internal projects meant we could make valuable contributions to broader discussions on other themes within the framework delivery. 

The results

We delivered our work package to the schedule set. The outputs included a 30-page thematic-focused report,  including:

  • a literature review
  • primary research
  • data analysis
  • recommendations for the next steps

We also contributed to the project's core working documentation and presentations prepared for stakeholders.
