Supporting quantum innovation and growth at Harwell Campus
A strategic initiative to bolster the quantum technology sector in Oxfordshire through targeted support and innovative use cases.
The challenge
Oxfordshire aims to lead in quantum technology with a new government-backed quantum facility at Harwell Innovation Campus. Scalable quantum atomic lattice computing testbed (SQALE) is funded by an initial £93 million from UKRI. Led by Infleqtion, this strategic hub seeks to advance quantum computing technology. We were contracted to support Oxfordshire's ambition to become a global leader in quantum computing.
The solution
We were commissioned to deliver two detailed reports. The first report focused on quantum readiness—the benefits of the quantum industry for Oxfordshire and how local authority support for this growing sector might promote local priorities. The second report explored various use cases for the technology within local authority or governmental settings, such as solving transport challenges.
The results
Our technical knowledge and local context have enabled us to explore the opportunities that quantum provides. Working collaboratively with Oxfordshire Local Enterprise Partnership (OxLEP), we have explored what infrastructure the growing industry will need, including lab space and business support. Our unique position within a local authority allows us to identify and quantify which challenges within the governmental sector quantum may help to unlock. The benefits report demonstrated significant economic and social advantages. In contrast, the use case report provided practical examples of how local authorities could apply quantum technology to solve real-world problems, such as transport challenges.
The project resulted in a clear roadmap for supporting the quantum technology sector in Oxfordshire. This strategic approach has positioned Oxfordshire as a key player in the quantum technology landscape and laid the groundwork for future growth and innovation.
